Do you feel that you are being observed?

I was wondering which answer is correct nowadays. Back then “yes” meant that we are paranoid. And now? Well, let’s see!

Comis strip. A person doing MMPI test with question "Do you feel that you are being observed?". He checks "no", he's happy. On the last panel you can see FBI phone bug and CIA and NSA cameras.
